Data on criminal charges is used because it gives a more accurate count of crimes than does data on criminal convictions. For example: out of 1,000 rapists, only 5 get convicted by a court, but there were still 1,000 crimes of rape. (See Rain Research).

Per Yale University, there are 22 Million illegal aliens in the USA. ( Yale University Insights, Yale.edu, 2018)
Texas crimes are prorated from 1,597,000 illegal aliens in Texas up to nationwide 22 Million illegal aliens in the USA. That requires a multiple of 13.78.

Actual Crimes by Illegal Aliens Nationwide in the USA
For example: out of 1,000 rapes, less than 10 criminals will be charged. (See Rain Research)
The data we have from the Texas Dept. of Public Safety begins with the number of rape charges against illegal aliens. So to figure out how many rapes actually happened, we would have to multiply the 10 criminal rape charges x 100 to equal the 1,000 rape crimes that actually happened. This is the method used below:
